Felice Simonelli
Since 2009, I have been performing research and consultancy activities on a wide range of EU policy areas, from better regulation to industrial policy, from research and innovation to digital economy, from energy & climate to sustainability,  from energy-intensive industries to global competitiveness, from taxation to trade.


As of March 2021, I have been a member of the European Affairs Team of Cassa Depositi e Prestiti (CDP), where I focus on the green and digital transitions, industrial competitiveness, research and innovation, and better regulation


I am also an Associate Senior Research Fellow at CEPS, where I perform (pro bono) research activities in the fields of better regulation, industrial competitiveness, research and innovation, digital economy and energy policy. At CEPS, until March 2021 (when I moved to CDP) I was Head
CEPS
of Policy Evaluation and since March 2013 I managed research and consultancy projects in the fields of better regulation and analysis of public policies for the European Commission and the European Parliament. I led assignments dealing with e.g. industrial competitiveness, renewable energy, energy-intensive sectors, digital economy, sustainability, taxation, research and innovation. I was also coordinating for CEPS a number of framework contracts with DG GROW, DG ECFIN, DG TAXUD, DG TRADE, DG CNCT, DG ENV, DG RTD, EASME, SRSS/DG REFORM and the European Parliament (EPRS, ITRE, IMCO). I acquired extensive experience in data collection and analysis across EU countries, including conducting interviews and surveys and arranging stakeholder consultations on behalf of the European Commission. Between 2018 and 2021, I was also leading the CEPS Project Development Team, which was tasked to make the most of CEPS’ competences and research potential by acquiring funded research and advisory projects that were both strategic and profitable. 


Between 2009 and 2021, I worked as an Associate Researcher at the Financial and Industrial
GRIF LUISS
Research Group (GRIF) “Fabio Gobbo” of LUISS “Guido Carli” University (Rome), where I focused on the interplay between regulation, competition and industrial policy. At LUISS, I worked also as a senior tutor and teaching assistant and served as a consultant at LUISS Business School.

Between 2014 and 2016, I served as a Research Fellow at the Italian Space Agency, where I conducted research on EU innovation policies and provided guidance to Italian space companies to prepare convincing Horizon 2020 applications.


In 2012 I was a Visiting Ph.D. Student at The Buchmann Faculty of Law (Tel Aviv University) and in 2011 I was a Visiting Researcher at Berkeley Law (University of California). I hold a Ph.D. in Law and Economics from LUISS University, an LL.M. cum laude in Law and Economics from Erasmus University of Rotterdam and from Ghent University, a two-year M.Sc. cum laude in Law and Economics and a Bachelor cum laude in Economics and Business from LUISS. Native Italian speaker, I am fluent in English and Neapolitan.
